Looking for any kind of service in (or nearby, must still be in country, NO SG/MY/etc!!) Metro Manila, PH, as cheap as possible (ideally <$25/m) (VPN is fine as long as it's not a windows exe and is reasonably stable).
SOCKS proxy will work too, need persistent, stable TCP connections.

- hidemyass - occasionally works but is beyond comically slow and 2000ms+ latency
- goldenfrog - is actually a US IP, doesn't work
- geoedge - doesn't work, need actual transports, not a http proxy
