There are many definition on cloud. Some said container with resources Scalability call cloud, and some said pay per use is cloud features.

For me, a truth cloud must have high availability features.

Cloud servers utilize multiple servers connected together in a cluster which is backed by SAN storage.
One physical server, divided into several smaller server slices that each act as their own virtual server environment.

In cloud, you get your VPS or hosting from a group of servers. It's is possible that the servers are placed in different datacenters across the globe. Also the disk storage is over cloud too which provides redundant content delivery based on visitors location.
