Depends if you want to offer preloaded servers or just servers connected to a fast network. We have a lot of clients who run game servers since they like our network. So, even though we have gaming clients we are technically not providing game servers.
As far as I know this is the only commercially available integration for open stack. Now of course, you still need to configure and manage open stack but at least this will work as a client facing front end.

As much as it pains me to say it, for your budget and RAM requirements you should look at ovh. Don't forget that you will get ZERO support from them so be prepared to be able to manage every aspect and if you need help you will need to get it else where.
