Downloads are slower in https than http, however it is a very very small difference. It is slower because https has to handshake, but this only takes about 2ms. There is no significant difference.

VULTR have a range of SSD storage plans, not too cheap though but they have a load on locations in the EU.

Try to use it for most things, but for online shops / storing customer data then do your best to use SSL :)

A long time ago my first VPS provider was MaximumVPS, they are still around today :)
