@OP you can try dacentec.com they got many plans for L5420's & L5520's under 90$.
Tho getting a /25 is a bit prob.. They've got /26 for 36.5$

Well isn't load average is the queue of processes in a waiting list for the cpu to complete ? and so each cpu has different power to process.. But the waiting list/load average would be common right ? I mean a 2ghz core would have a load average of 0.5 for a process.. And a 4ghz core would have...
Ok lets say i got a server with kvm virtualization fully filled.. What would be the ideal cpu load average for good vps performance ?
I usually have like 30, 25, 20 etc.. And the disk is SSD.

I am a Internet/web-aholic who really got interested on how websites work and shit.. Which made me a web developer and a money-aholic which made me start a few traffic-related business and that made me a traffic-aholic which got me into windows vps... And now it got me into VPS...
If you're gonna offer shared-hosting services i'd bet everyone would just say "Cpanel". But Directadmin is decent too.. It doesn't hurt much to give it a go.
But for personal use there are many good control panels like :
1. Virtualmin - It got many features including ftp backup's which i find...
I am not really a kvm expert but all the things i can find to stop cpu abuse is
Cgroups, nice, which cap the cpu usage as each vps instance run as a process, Never tried these tho.
And if you wanna check the resource usage of each vps.. You can use virt-top which i used myself and works great...
