HostUs is still around and healthy.  The company that sold @DomainBop mentioned. Docker is supported on OVZ, although not fully.  I'd give it a try on OVZ as a trial maybe.

HostUS / HostHatch / HostWithLinux have HK locations with SoftLayer.

Mine was with hostus in 2013 when they started. I was one of their first few customers and was the first one to review their services on a community forum.

HostUS only offer this in Atlanta and INIZ no longer offer the service. 

HostUS and INIZ are those that came from the top of my head. Maybe DediServe.

I've done this for years, have several clients announcing BGP to us. My only requirement is having a small VPS (KVM) to peer with. I'm in Caro in Charlotte NC and QuadraNet LA
