    Dedi doesn't make the network speed consistent--that's entirely about the provider's traffic level. Why do you want a /29 of ipv4? You are looking to spend $12.5/month for a dedi with 4gb of ram and 2TB of disk, good luck with that.  Even a Kimsufi will run around 2x that much.
