If you are looking for providers in Florida, I would recommend Miami, as other locations are going to backhaul to Atlanta or Miami anyway.   Atlanta is a good alternative as well if you're trying to reach customers in Florida.

This is like saying BuyVM isn't going to be competing with Linode, Amazon, or <insert provider here> because they have more servers than BuyVM does.  

We do some desktop hardware-based servers too.  Lately, with as cheap as the off-lease servers have been going for, it's been cheaper to go with the off-lease servers instead of the desktop hardware.  The off-lease servers often provide better bang-for-your-buck in terms of performance too.

Your budget is completely unrealistic, even if you take out the cost of the cPanel license. If you can increase your budget, it might be worth considering a low end dedicated server given the requirements.  Maybe a Dual Xeon L5420 or something similar.
