I don't think you will find a provider that offers windows 7 and 8. Instead you will probably have to go for windows server versions.

If you look at the order URL in the post it has the promocode embeded into it. Promocode discounted prices only show up on the final checkout screen (its just how whmcs does things). Let me know if you are still having issues after trying that.
