Its good idea to upgrade. Discuss with the providers for more details on how they provide their service to you and if its flexible. Budget should not be a big issue since there are providers with all range. Best support is what you need end of the day.

I started my business with some risk. I cant buy service based on the clients orders. Russia is one of the good hosting location. In your info-graphic link you can see Russia is in 8th position aswel. And yes, we are targeting Russian clients and i have few European clients hosting on Russian...
