Only observed on a single IP and clearing the arp-cache seems to have fixed it.

So you didn't solve it?  Did it just affect one IP?  What did you do?

Dacentec and they have just cleared the arp-cache.  So we'll see how it goes.

Seems like this may be unachievable for us before final /8 policy.  16 /24s is beyond all growth expectations, unless we decided to allocate multiple IPs to people; however that's just not a game we're looking to play.  Thanks to all for the advice.

Quite a bit of money for a /22 with RIPE.  Are you guaranteed an allocation of a /22? You have to pay the fee before finding out from what I understand.
