Try vpsie - You might to contact their support to receive an invitation or have someone on the forum invite you as they don't accept clients publicly to avoid spammer and low end users.

I have researched this issue numerous times and hotmail has been the worst - some of the things you may look at is the actual IP you sending from - is it flagged? rDNS also adds to that - Have your IP ever been used for marketing campaigns?

If it was me this is what matters the most to me... If I'm with a company for a year and have not had any problem with the service then that's really solid... I use VPSs for business not for leisure... Uptime is the most determining factor to me... I most likely believe that they must have got...

Zabbix is great also it has ability to do many things using scripts , you just need to get the hang of using it at the beginning..as it might be little challenging to work with upfront.

I doubt that it would be safe to put any production material over a VPS that cheap
