I use Crunchbang on my old notebook. Requires ~512MB of RAM and a ~700MHz processor (Intel celeron or better).

We nullroute the IP and if the attacks are common we refer the customer to a 3rd party filtering service or explain we don't want them as customer anymore. Downtime because of a customer is unnaceptable.

You should keep all packages up to date with yum. It shouldn't break anything.

WHMCS ticket response times have been decent for us.

We use Zopim for live support and the standard WHMCS ticket system. https://www.zopim.com/

I'd go for NYC so people from Europe have a good latency too.
