I just stumbled along the Google Web Designer software, though the current version is more ad-orientated. Not sure if it's quite for me, but someone might find it useful

I read the opposite of that.

Import assets from any other creative suite or use the built-in illustration tools to create vector-style artwork – keeping your designs light. To create new HTML tags in your designs, just draw them in with the Tag tool.

This looks interesting. Sounds like it could help companies who cant afford graphic designers, or aren't artistic themselves, get a start with ads.
