    You can deactivate all plugins through phpMyAdmin. Following are the complete steps:

    Step-1: Login at cPanel, under Databases section, locate phpMyAdmin and click on it.
    Step -2: You will be redirected to the phpMyAdmin control panel.
    Step-3: At the phpMyAdmin control panel, from the left-hand side pane, select your WordPress database.
    Step-4: Now, from the right-hand side locate the table wp_options and click on it.
    Step-5: Under the option_name column (field) find the active_plugins row.
    Step-6: Click on the option_value field and change it to a:0:{}
