I am looking for a dedicated server for FTP backup and s e e d b o x (r a p i d le e c h)

Minimum requirement 

pentium/lower

2GB+ RAM

/28 IP(13 usable)

500GB-1TB HDD 

100Mbps unmetered

Not looking US servers 

Any providers here or suggestion

I have seen some low priced dedi but when i ask about extra IP its costlier than server

In Europe, this amount of IPs is usually around 2.5usd per IP monthly. In USA you can have IP for roughly 1usd per IP monthly.

Wouldnt OVH fit your needs? I've seen references to seedboxes being popular on their network so things are snappy.

OVH lets you have up to 256 ip's at no monthly charge but $3 one-time charge per address, on the OVH branded line.  I don't know about the cheaper SYS and Kimsufi lines. 

You could get a cheap dedi and front it with some VPS's from other vendors... I'd probably do that anyway just to put a layer of indirection between the public internet and the file repository.
