Haven't seen this posted anywhere else, but we've experienced this when paying merchants (tried from 2 different accounts), and some of our clients have mentioned the same thing to us.

I talked to the billing at one of our vendors and they were having the same issue:"An error occurred while processing your request. Before submitting this again, log in and check your Account History to ensure that the transaction didn't complete."
Is anyone else having similar problems?I am very sorry about this issue and we apologize for the inconvenience. Other clients have brought up this issue as well. We are contacting PayPal to get this problem resolved. In the meantime, you can try making a credit card payment instead, if you would like. You can change your invoice to credit card and make a cc payment. Then once the issue is resolved you can continue to use PayPal.
