Maybe block all mail ports on the servers, and allow them to relay via a secure setup mail server that is controlled by a few firewall rules with some software such as ASSP Deluxe for example, that would detect and filter spam correctly, that way you have a full control over the mail issues.

What about limiting the amount of emails being sent out from VPS (for example limiting outgoing connections to port 25 per hour - for example to 100/h). Normal small email systems should not reach this limit, and for spammers it should be the show-stopper due to low performance.

What Do You think guys ?

be it spam emails, a client trying to do denial of service attack, or running a miner, silent throttling is the key.  there are scripts out there that limit the number of emails going out from a vps, when it hits over limit , it silently discards them. And then the fun part begins when abusing client raises a ticket about why their email is not going out.
