He used to buy the VPS but I believe he monitors and reviews based off of freely provided VPS now.

I think might still be paying for some of them but I'm not 100% sure about it.

Yeah, you have to submit a vps free of charge for him to review it.

There is a site for testing client servers that run linux http://serverbear.com/ you can see a list of providers and the products. They say you can get on the listing for tests but it takes a long time.
