I hate to sound like one of "those guys" but seriously. As a person who's used IPXCore's services for a while now (did change plans frequently though...) I absolutely love their services. Right now I'm in Asia and IPXCore's San Diego location is great for me (faster ping than Quadranet or HE Fremont!).

Thumbs up from me as well. IPXcore have been around for a while now and have a solid rep. I never had any issues with them and their boxes works great.

That's a bargain for 512mb RAM with monthly payments.

I have one of their 128mb-3IPv4 deals, it's probably running well; haven't had to open a ticket or even SSH to check up on it for a while.

Likely what he refers to would be trying to give an address of Beijing, Beijing, Beijing, CN and such.  Your best bet is to sign up, leave extra fields blank, and open a support ticket before ordering.  They will advise you on the best way to proceed.

Province = State

If you live in Beijing your district would be your city and you province would be Beijing, like sending mail.

If I wanted to send a letter to the Beijing airport I would write it like this:

Beijing Capital International Airport <-- Place

Airport Road <-- Street Adress, Chaoyang District <-- City

Beijing <--- State/Province 100621 <--Zipcode/Postal Code

China <-- Country
