haha.  Loads of Laughter right there. I think their mentality is that because they have such high turnover rates (I mean they basically advertised it in a sense that you can only run it a month at a time if you want) they don't feel that the nodes in each location are "at max capacity"

My current machine I bought as a bundle from TigerDirect.  Only had to buy an extra 4GB of RAM and a hard drive!  AMD Quad-core goodness!  (I'm personally a big fan of AMD for desktop computers)

I think @Munzy wrote a script that would show all blacklisted IPs.  You could probably ask him to develop some kind of an API or something to help you out with your own script. I don't recall exactly since... well...  my memory's kinda crap right now, but wouldn't mind shooting him a message...

Depends on what you want :) Break it down to several things here.  Location, size, and support.  More than likely, you'll probably want a good network to yourself, therefore where are you located?  Eastern USA?  Western USA? Central USA?  Asia?  Europe?  Africa?  Etc...
