    I do not know how they do it but the Level3 routing from Tampa (using the route Washington -> Paris) is more reliable than the Buffalo routing (using the route Cogentco -> Telia -> Cogentco -> Level 3 (UK)). Not talking about Chicago using Strato (UK -> NL).
