ENZU isn't SPAM friendly.  Their network staff is just incompetent. :P  I wouldn't be surprised if a lot of those ENZU SPAM sending IPs weren't hijacked IPs and ENZU's staff was completely oblivious to them being hijacked, and even if they knew they were hijacked their late night network staff...

They do have proper monitoring.  They monitor the SBL listings and when one of their big spam clients gets an SBL they assign them a new IP range.  :P  Best example: 2 new ROKSO listings from Yair Shalev today, 1 earlier this week which was already removed, and over 40 CC/Yair Shalev ROKSO...

There is unlikely to be any one size fits all "good alternative for Asia in general" in the near future.  In Asia (and South America and Africa) you need to find a good alternative for "country x" (and in many cases for "city y") because the infrastructure/routing/greedy transit providers/etc...

If the VPS will be used for spamming, botnets, or malware (I couldn't help noticing that your user ID is infected) then you will need a host that caters to these time of clients.  Luckily there is such a host with a $1 monthly plan.  Hope this helps. :)
