Any domain manager account will do the trick.  Transfer your domain to a provider with a domain manager plan from where you can manage your e-mail accounts and you are all set. 

Definately a dedi for that amount of forums.  However there are some nice cloud-type VPSs and solutions which allow you to scale up / down easily and they feel nice on your wallet when not very busy :) Regarding dedi providers, check out Hetzner, they often have server sales for good $.

They have a pretty bad rating at webhostingstuff - http://www.webhostingstuff.com/review/123Systems.html.  As much as you can trust that site anyway. But yeah for $10 a year/vps - what do you expect? It is true that you get what you pay for.  A decent shared hosting account costs more.
