Cacti should help you with this. It is easy to setup to collect and graph your bandwidth data including total bandwidth used or 95th percentile. We offer Cacti graphs to all clients and keep our own 95th percentile graphs to be sure our datacenter is charging us for bandwidth appropriately.

I would agree. You can get Cisco 3550's or 2950's for next to nothing and they work for IPMI very well.
