You can't really encrypt your mail on the drive, you can install ssl to have your sent mail encrypted though. You can try trucrypt so if someone physically try's to take the data they won't be able to. 

Typically if a paypal subscription is set up to pay for the license and the license is marked as cancelled the money is just put into the clients credit balance, and it can be used towards the payment of other licenses. I don't think there is any automated way to cancel a paypal subscription...

This is actually pretty cool, I had no idea applications depend on random numbers so much... But now that I think about it every major application i've ever programmed needed random numbers at one point or another.

I would actually set up GIT on a server and program a web interface for it. It might take more time, but at least it will be your own.

Django is the most popular, and it's the only one I've ever used, and I've never had any issues with it.

Although cPanel itself doesn't have a server monitor, resource monitor, a cPanel plugin, does monitor disk/ram usage, logins etc

I use Open VZ, it works great!
