To be honest I've never trusted an organization to care about my privacy. I've always considered privacy a personal responsibility. I also can't expect an organization to challenege "authority", whether they are right or wrong.

Unless you have stability issues, go with 13.04. Ubuntu 12.04 is more aimed at workstations and/or servers as the software is more stable, but typically out of date. If I were you I would give 13.10 beta a try, it's stable enough to run regularly in my opinion.

I have not tried any of these, but I have heard a lot about Skrill, Payza (formerly Alertpay), & WePay. Right now I just use PayPal and Stripe.

Aside from not spoofing your MAC address, if you're using Windows than you aren't trying to stay hidden. Using TOR or any other similar software isn't going to help.
