You should probably look into posting on the forums on the physical raspberry PI page. Find people with good ideas and post what you are offering. (By the way, I think what you are doing here is awesome!)

Or you could also just have a text file filled with the IP's of all of your servers and you application parses through that list on start up and checks for updates on each of the servers until one of them works. Kind of like repo's

I was looking into doing something similar to this on my raspberry PI, I'm sure it's different on the android, but basically what you have to do is root the device, start an ssh server on it, and figure out where the clip board is stored on the device!
