Your setup is pretty close but a few items that I personally would change. 1.  If you have 2 haproxy ( 1 in each location ) then you would need/want at least 2 webservers at each location.  So 4 webservers total. 2.  MySQL ( personally thoughts again here. ) I personally would get 1 larger VPS...
