Either SpamAssassin is not working properly or I didn't set it up correctly because on my shared users spam seems rampant. 

What's a good free anti spam method on cPanel/WHM servers?

Did you turn on the rbl's in exim configuration?

There is an email thread on nanog about broken spamassassin rules, which may be what you are experiencing.  An update *should* fix the issue.

Thanks, looked through that. Adjusted some settings hopefully it will be better now. Thanks for that, if you have any new thoughts would be cool. I will report back with results.

Add SpamCop to your RBL configuration. <3 Cisco

Spamhaus isn't as reliable though. (stupid mass listing shit)
