Another good provider with a real decent network and affordable prices to check out would be Versaweb. It's the dedicated server division of Fiberhub in Las Vegas and Seattle. I've had a server from them in Seattle for the past few months and have had zero issues with the network or the hardware itself.

With that budget and the willingness to enter into a contract, I would contact PhoenixNAP, they may be able to help you. We do quite a bit of business with them between renting and collocating servers and they have always had a reputation for cost effectiveness and uptime.
