Huge storage chassis + own HDDs

I'm looking for someone (location in the end not really relevant) to provide:

single or dual CPU system (L5520 or better)

32GB ECC RAM

2x Boot SSDs (32GB+), 1x Caching SSD (240GB, must be connected by 6G HBA/Mainboard, will need to know chipset beforehand)

As many hotswap 3,5" slots as possible, will be outfitted with my existing disks - I want at *least* 10 on SATA directly.

External storage chassis (by SAS), 24 HDDs more (1 or 2 of them)

*no* RAID controller, i prefer SuperMicro HBAs (USAS or USAS2, i for the int ports, e for the SAS chassis)

Anyone can do that? prefer cheaper monthly and higher setup.

I also prefer to ship my own RAM and have some HBAs that could be added.

Is this for long term ? if yes, why don't you get your own and colocate it ?

Id like to reuse HW i already have but do not want to pay the full cost of the SAS chassis/server upfront, so i'm basically looking for a solution in the middle of that.
