Just like Washington.  Net Neutrality gets knocked down, so they make a new Net Neutrality bill with more pork in it.  This doesn't have anything to do with Net Neutrality and why do they have to lump the Universal Service Fund, and probably more things, in with Net Neutrality?  

What's wrong with having smaller bills these days?
