Check out the list of places OneProvider's OneCloud (free) beta is offering services: http://oneprovider.com/onecloud/ssd-virtual-servers (some nice locations like Tokyo, Hong Kong, Mexico City, Vancouver, Helsinki). They have some very interesting locations.
None of those locations would be suitable for a low end provider but you should ask yourself before starting a new venture whether the low end 2GB/$7/oversold OVZ business model is still viable (hint especially for you: it's not, so if you're going to start a new venture don't try rehashing the same UGVPS/Hostress formula).
