It depends if you are looking in getting development/design skills, or if you just plan to make 1 website to solve your needs.
I any of the cases it is always good to know a bit of HTML, CSS, and other programming languages.
It is always good to acquire new skills, especially if you are in the IT industry.

I'm primarily concerned about the pace of development and how professional, "pretty", the website looks. I think one of my college professors made his website from scratch. While I'm sure it took a lot of time and effort, the end result was that it looks like a website from 1996.
Maybe I'm looking for a better alternative. Is CMS the best way or is there something else?

The easiest path is probably Wordpress + a theme. You could go to Elegant Themes (there are certainly many other vendors) and download a theme, put it on Wordpress, and have a reasonable-looking site in 15 minutes.
Of course, there are other CMS systems (Drupal, Joomla, etc.) but they're a bit more complex than Wordpress. Though of course the tradeoff there is more capability.

Wordpress should be the best and easiest way to build a "beginners" website.
There are also a lot of templates to find - thus the whole looks good too!
