The fact that it requires an 'and' in the domain name makes it worthless.  jewlery-gift.com will rank just as well if you were one of those that still think keywords in domain names count.  Stop words and all that jazz.

edit: probably vying for the equivalent of the internet bridge / swampland sales.

Amazingly 21 people have made offers on those domains over the past 1 1/2 years

He has lots of domains listed at that price and none are worth more than the registration fee.
I only see 1 domain listing in his store.  I think the main reason for the jewelry domains listing is to attract people to his eBay jewelry store not to sell domains.

I guess I didn't verify they're all his - just there are a lot of $21 million domains on eBay.  Search for 'domain name' and sort by price descending:

I did see MRX.com in there - depending on what your company name is, could be quite worthwhile. I believe I read somewhere that all three-letter .coms have been taken, so if you want one...

But yeah, giftandjewelry.com? $21,000,000? No. Just no.

You'd be hard pressed to even find a domain that is worth 21 million dollars. I think it's just wishful thinking on the sellers part
