Never Forget
I am trying to get X11vnc to be up at the start of xubuntu, the problem is X11vnc needs to be launched after the login screen is finally up. This means /etc/rc.local wont work, and I can't seem to figure out any other good way to launch x11vnc so that I can login to my server after reboot with VNC and then login normally like I was directly at the computer.

Can someone please help me?

When your X session starts /etc/xdg/autostart/*.desktop files are run:

A third way to do it would be: utilizing /etc/xdg/xfce4/xinitrc

With the /etc/profile.d/ the scripts will not be run until after the user logs in which would not work in this case since you need VNC to login to the GUI which wouldn't be started. However, if you remove the login screen and have it auto-login the /etc/profile.d/ would work as a user would be "logging in". 

Edit: I'm not a GUI user for YMMV :)
