Is a WHMCS module really needed?
Perhaps just run this script on a cron, create tickets using WHMCS api (or by emailing in using a spoofed email from) and use a small database to not repeated reports...
I don't see a problem with it being accepted. Its probably the primary reason for the 2015 release (technically its not complex to run a C.A).
The main risk I see is easy access to certificates for impersonation but I am sure they work around this through stringent validation of authorized...

This kind of reminds me of shellinabox, which is borderline as bad of an idea.

I use them occasionally when I want to continue reading some article, fanfiction or other website on my phone but CBF finding it in a google search (or know it would be too difficult to find).
From a features standpoint I don't see how they can hope to compete with the budget cloud offers (DO, Vultr etc) available now.
From a resources standpoint sure it's a competitive offer... But its a race to the bottom if that's your only/main selling point.

At 100kPPS+ unless you have very good hardware (and a company willing to let you run wild on the switching hardware) your best bet is to get DDoS protection.
There is no way to reduce the load on the upstream switching hardware by way of software.
I find they are horrible when you are located 350-400ms from the server, KVM has never worked on the spiders for EU servers in my case. Double typing etc.

Your hard drive type is a very important factor, you don't want to be killing SSD's with swapping if you dont have to be.
