Well, the whole reason is of course to cut cost to offer the low prices. Adding IPMI on proper E3/E5 is not a problem. It'd be more than 2x the price on those though. But feedback noted.

Yes, the fee is just the cost of remote hands (to cover the costs we have to pay) to hook it up and disconnect it after - whatever it is. I don't expect it to be used often. You can lend it for a couple of hours.

Yes/no. The VPS Node ("server") is part of the managed contract by the provider (or so I hope so and we do). This means that if it goes down or suffers any problems we fix it. Only the VPS part is unmanaged/managed depending on the plan.

Forget the certs. They HAVE the private key etc to the cert.

If you keep spinning the drive up/down (by shutting down and starting it up again constantly) it'd likely kill it faster.

Well anything can be brute forced provided you have enough money. When you have data centers and supercomputers for mass processing it does wonders. Encryption is just so no one can in a reasonable time for reasonable cost.
