Precisely what part of your network is Internap?  I see heavy preferencing towards non-Internap carriers in your blend, and the only other provider I was able to reach via Internap was one connected to the same PNAP (Ionity).

It seems questionable to advertise Internap bandwidth when it is not really being used.

If you are going by something such as bgp.he.net http://bgp.he.net/AS62638

About 39% just one percent below PCCW is going through Internap. I can assure it is most certainly being used
