Windows Server 2008R2 includes the drivers for the Intel e1000 card, so it should work stock. What happens if you try a different version of Windows (Server 2012/2012R2)? A Linux Distro? Do those see the card? If not, ticket your provider. There's probably a faulty bit of config or something.

Yes, please try a linux template.  Preferrably Debian 7, Centos 6.5 (NOT 6.3 Desktops) or Ubuntu.
