    They have reserved a /10 for the post-depletion phase, "to ease the transition to ipv6". I've no idea how they will be handing out IPs from this last /10. It's not like suddenly there will be IPv4 shortage. Big companies are buying big IP blocks even now, not getting those directly from ARIN.

    I think ARIN puts route objects in rr.arin.net instead of whois.arin.net, but even then not many ARIN members seem to care about creating route objects there.

    Maybe they have goals to meet, if they don't do a certain number of fines per month they don't get a bonus or something. Here usually if the limit is 90 km/h they won't bother you if you are driving with 95 km/h. Only going to fine you if you are going over 100.

    Open a ticket with Vultr, explain to them what do you see and give them this tcpdump. They should take care of their router, it shouldn't be blasting repeated neighbor solicitations like this. This probably hurts their router's CPU too.

    Assuming this is a KVM VPS it could be roadcasts or just switches with expired MAC tables spewing unknown unicast to all ports, etc. Run a tcpdump and see what the traffic is.

    I don't think there would be any issue due to different speeds. Besides the read / write speeds of most 0.5T / 1T SSDs should be close to the SATA port maximum, i.e. around 500MB/s.

    I wouldn't use an "EVO", but a Samsung "PRO" is a relatively safe bet. If you want to make it even safer, use two SSDs from two different vendors in RAID1. Say one Samsung Pro and one sandforce based.
