95.128.47.39 is not announced by OVH. It seems to be some dodgy UK provider I've never heard of.
Other than that, Free VPS schemes rarely work out, IMO.

Prorating is not really something that fits well for us. We have bills with different datacenters which renew on different days.
If our bills lined up on a single day, then we would prorate to that day. But, they don't, so it makes no sense to us to do it that way.
20mbps is guaranteed for 512 - 2GB RAM vps, 60mbps is guaranteed for 4GB RAM VPS and greater.
We only do this to those explicitly looking to waste bandwidth, though.
Yes, relay nodes are fine. We will throttle your traffic to bulk-rate (as listed on each offer) and deprioritize it, however. You will not be able to just burn 1gbps of bandwidth. :P

It is fine in Oklahoma, but, it lags occasionally. I suspect the lag is PHP or MySQL related, IPB has a lot of social networking junk that makes it perform poorly at times.

You have to know the key that is enrolled into the yubikey. IIRC, it's just TOTP though.
I guess you could enroll another key into the yubikey after your job completes, but you won't be able to use it for both at the same time without knowing the enrolled key.
